how to limit speed

i have set up a server: win 8.1, 100M line, relay service activated. averaging 100+ connections at all times
the traffic is very heavy and is affecting my regular server functions. may have to stop being a volunteer.
how do i limit speed for individual connections?
i keep getting "Unacceptable operation. Use the VPN Gate Control Panel to change the VPN Gate Relay Server settings"
