forwarding VPN traffic using SoftEther

I have several computers on my network in China, which connect to a VPN server hosted on AWS in Japan.
Right now, my devices individually connect to the VPN server directly. that is, iPhone & Mac connects via L2TP, and Windows PC connects via the proprietary SoftEther https VPN. (see diagram 2)
However, the devices with L2TP connection are relatively slow, because this protocol isn’t very good at bypassing the Great Firewall of China.
What I would like to do is to forward all my L2TP traffic to a computer within China. Then, have that computer connect to the AWS VPN server via the proprietary SoftEther protocol. (see diagram 3)
This way, L2TP traffic never has to traverse the Chinese firewall, thus removing the bottleneck in speed.
Is this possible? Thanks!
