Inconsitent connection when on Hotspot

Hi All,
I configured VPN my Android (v6) using softEther configuration suggestions. It works perfectly on my mobile. When I switch on Hotspot (Tethering) and connect my Notebook (win7 ultimate) there is no connection at all (Skype, LINE, Browser etc) on the pc despite the pc connects to the hotspot.
I tested in various configuration such as using openVPN on the mobile. Then Skype and LINE gets the connection but not my browser (FF)
On the other hand, if my mobile has a normal connection and the pc establishes the vpn connection using softEther then all connections just run fine on the pc.
Any idea why this inconsistency? Maybe I just missed something in the configuration.
