Your system should be working fine with a standard home internet service. Most of them offer dynamic IP address and that is what the vast majority of PS users have. If there are other reasons you want a static IP or something else I am sure your local provider would be able to offer that for extra money. If the residential side of their business does not have it then the business side will.
However take some time and review the link I shared and try to find some more similar stuff. I am sure you will have this solved soon.
