Download/Upload ratio: 100 Mbps

Speedtest.net (Local, not connect to VPN)
Download: 41.19 Mbps
Upload: 2.33 Mbps

Local vpmcmd(TrafficServer/Client) (When connect to VPN)
Average Throughput in Download Direction | 32,031,219 bps| 32.03 Mbps
Average Throughput in Upload Direction | 7,330,683 bps| 7.33 Mbps
Total Average Throughput | 39.361.902 bps| 39.36 Mbps

Speedtest.net (When connect to VPN)
Download: 2.27 Mbps
Upload: 7.34 Mbps

(VPS's CPU usage ratio always <5%)
When I connected to VPN and download the file on this VPS by HTTP also slow too.
How to fix it?

Vpncmd spped test use multiple connection to cancel latency effect.
Howerver I think the speedtest doesn't use the method.
