SoftEther VPN Server can be configured by vpncmd.
So try to develop a website with the vpncmd.

3) is it possible to use three ip to boost one, to have more speed?

SoftEther VPN is L2 VPN.
So SoftEther VPN doesn't have such function.
Try use SoftEther VPN with link aggregation tool.
