What do you mean it is not working? What is the error message?

ok. Could you please check the logfiles on the SoftEther server side and see whether it started correctly? Whether it is receiving queries, etc....

where is the log files? under which directory?

Under windows I have no idea
But in linux it would be in whatever directory you installed, lets say /opt. so it would be
/opt/vpnserver/
Under this directory, there are the following log directories
packet_log/
security_log/
server_log/
