What did you mean 'portable'?
If the sense of being able to port to other OSs, it has been ported to the already large number of OSs.
If you want to install the VPN server in USB memory, please read manual.

i copy my folder of softether and create this vpn run as service,. how to create this vpn work like that scenario

The executable on a removable device can't be a service on Windows.
