Can LINUX IP-based static L2TPv3 tunnels be connected to SoftEther's L2TPv3?

Hi all,
I want to try to use "iproute2" to connect to SoftEther server (L2TPv3), the connection is not successful. Do you have any suggestions, or have anyone connected successfully?
