Maximum Concurrent VPN Sessions

Hi,
On the link https://www.softether.org/3-spec I see that Maximum Concurrent VPN Sessions are 4096. These sessions are vpn cient-server sessions or lan2lan sessions?
Moreover, to support 4096 concurrent vpn, what are the physical requirements? How many/type of ram, cpu, Hard disk?
