Xbox Live Connection Block with Server

For some reason I have to stop the SoftEther VPN Server service so my computer can connect to the Xbox Live server. I was wondering if anyone else noticed this issue? In Windows 10, if you go to Settings->Gaming->Xbox Networking, it will attempt to connect to Xbox Live. If I leave the SoftEther VPN Server service running, it will show that the connectivity is blocked. Stopping the SoftEther VPN Server allow my computer connect with no problems. I've checked and the two are using different ports. I was hoping there was a fix where I could leave both services running? Also, just a side note that it appears the "IKE and AuthIP IPsec Keying Modules" service wouldn't start initially when I had the SoftEther VPN Server service running. This is what originally kept me from being able to connect to Xbox Live.
