Route traffic to other VPN connection

Hello
My apologies if this question was already answered, but i tried to find a similar case and don't found it.
We here use a software that needs to connect to remote MSSQL database, but this software will only work with a fortinet VPN connection to another server, through windows L2TP or fortinet software.

We have multiple locations that use this software, and in some places the ISP is not so good and the main problem is that this VPN connection keeps loosing connection.

As i think SoftEther is far more stable than a L2TP or fortinet software, i thougt to setup a softether server on a machine with good link and connect this machine to this other VPN server, and route the traffic of SoftEther to this fortinet VPN.

Softether Client-> SoftEther Server -> Fortinet VPN -> MSSQL Database

This could be possible?
