Win Server 2016 Now Not Issuing IP Address

The VPN used to work perfectly. Now a VPN connection is made to the SoftEther server but the Windows Server is not issuing an IP address. The router has been changed but is programmed to permit all required ports. Connection to the SoftEther server is on 5555. Nothing else is listening on that port. Any ideas, please?
