waitpid fail at vpncmd check

Hi,
I tried to implement SE into another hardware from source and I really get some exe files for vpn (server, bridge, cmd) that I can even start. Also all files (vpn_bridge.config.........) are created.
But it does not work. I can not connect with manager to the bridge.
When I perform Kernel check using vpncmd it fails with "waitpid fail".
Does anybody know what is vpncmd checking and in which package to look for problem? Or how to identify closer what is tha problem?
