L2TP over IPsec prevents other VPN clients connecting

I have SoftEther Server configured on my Windows machine and it works perfectly.

However, if I try to initiate a connection to a different VPN (e.g. Windscribe) from the machine which is running the SoftEther server service, the VPN client is unable to connect. It looks like this is down to L2TP over IPsec being enabled on SoftEther server; if I disable it, the VPN client is able to connect.

Is there a setting in SoftEther that will allow other VPN clients to connect? At present, I have to stop the SoftEther service and although it's hardly the end of the world, it would be useful to be able to avoid this step if possible.
