Is there a way to force TLS 1.3?

Hi,

I've changed the bool TLS_Disable_1_3 to false, every other for older protocols to true to only keep 1.3 activated but when I connect from a windows 10 client to a fedora 31 server, It still accepts tls 1.2 and won't use tls 1.3

Anybody got TLS 1.3 working? I think it used to work but can't figure out yet what changed.
