OpenVPN protocol and Insys ICOM ECR UMTS Modem

Goodmorning,
my question is simple.

I have a OpenVPN running system. The clients are based on Insys ICOM ECR LW300 UMTS modem with security OpenVPN certificates.
The server is a OpenVPN legacy server.

Could I replicate a similar architecture using SoftEther?
