Cluster issues

I have created 2 Softether VPN servers. One is set as the cluster controller and the other as a cluster member.
All looks to be configured correctly as in the clustering status the servers are showing as you would expect.
However, when I try to connect to the cluster from a client it just says "connecting..." and never connects.
If I remove the cluster member server from the cluster and try again it connects successfully!
Am I missing something?
I have followed the documentation for clustering but can't see what the issue may be.
Does anyone have any suggestions?
