Slow download speed

Hi I have problem with slow download speed with softether server installed on a fedora server 35 running as vm on proxmox, I have also tryed running softether in a container in proxmox, same results. The download speed is optimal.
I have running tools for checking speed on the fedora server, and the result is max upload and download speed of my fibre internet connections.
I have google the issue and it seems that I'am not the only one having this issue.
Can someone help me please?

I have about the same problem, a server on Debian 10 Buster (VPS), a Mikrotik RB 3011 client and also tried to connect from a phone with an Android OS through the Open SSTP Client program, SSTP protocol. I also ask for help in finding the root of the problem. Security -NAT is disabled, the rules for incoming ports, forwarding and masquerading are spelled out in IPTables. here are 5 measurements of speed to the server through VPN (adapter tun0) using iperf
[ID] Interval Transfer Bandwidth
[3] 0.0-10.2 sec 2.75 MBytes 2.26 Mbits / sec
[3] 0.0-10.5 sec 1.75 MBytes 1.40 Mbits / sec
[3] 0.0-10.2 sec 5.50 MBytes 4.52 Mbits / sec
[3] 0.0-10.2 sec 3.75 MBytes 3.09 Mbits / sec
[3] 0.0-10.3 sec 2.38 MBytes 1.93 Mbits / sec
and also 5 measurements to the external Ip address of the server without a tunnel

[3] 0.0-10.4 sec 15.4 MBytes 12.4 Mbits / sec
[3] 0.0-10.1 sec 9.00 MBytes 7.51 Mbits / sec
[3] 0.0-10.1 sec 13.8 MBytes 11.4 Mbits / sec
[3] 0.0-10.6 sec 14.5 MBytes 11.5 Mbits / sec
[3] 0.0-10.1 sec 13.0 MBytes 10.8 Mbits / sec

It seems to me that vpn should work faster, what could be the problem?
