Error 13 with SSL in ubuntu

Hi
I have this problem since May 2021, if I deactivate the SSL option it works and gives an IP, but if I activate SSL, it connects but does not assign an IP and the connection drops. The OS is Ubuntu in the Server and the clients are Windows. Any ideas? Thanks
