Limited Connections when Behind HAProxy

I have SE running on an Ubuntu 20.04 ESXI VM and I have HAProxy running on a CentOS 7 ESXI VM. I am able to connect and access the VPN, it works well and it very quick and stable. However I am unable to get more than 3-5 connections to connect to SE when behind HAProxy. HAProxy is behind a firewall, and the firewall allows all 80 & 443 request to mapped to the HAProxy server. I have set maxconn under global settings and fullconn under backend settings, but still cant get past 5 connections.

Any thoughts or direction would be great as I have little hair left.

What's in HAProxy's log when SE connection is dropped?

After reviewing HAProxy logs its not that server that is the issue. What ends up happening is my users get an error 301 which states that too many IPs from a single source are in use. This limits up to users to connect. Looking that the SoftEther logs all connections come from the IP of the HAProxy server.

How do i either configure a higher single IP connection limit or is there another option?
