Show Message when Client Connects

This is not functioning, the message is never displayed. I would like to notify the user once the attempt to connect and Factor 1 is complete or sent to check their two factor device.
It is not displayed even after a successful two factor is completed. I believe this is a bug.
Also, what is the behavior supposed to be?
