when I try to run other .exe files, SE VPN's instalation process starts

My system is Windows 10 Home, reboot the machine doesn't help and the only way to solve it I've found yet is re-install the desired program. But some are games and they take hours to download. What can I do?

You've uninstalled SE and deleted its installation file and the problem persists?

Yes, the problem persists even if I re-install Windows

Do you mean you have erased the system drive and installed Win10 from an official ISO and the first thing you see is SE window?

If you simply re-installed Win10 on the existing system drive's files, you have not eradicated the malware which initiates the strange phenomenon. Whatever it is, it has nothing to do with SE. Perhaps a virus intends to establish a VPN channel to its HQ.

How did you reinstall Windows? Like solo told: If you really made a clean reinstall, the behaviour you describe will be gone.
But I guess this is not malware, rather a strange setting happend accidentally.
delete all contents of the %TEMP% folder.
delete all contents of the %WINDIR%\TEMP folder
Try to reset the standard-Apps setting in the computers setting.
Create a new administrative user, try with this profile.

I re-install windows 10 in PE environment, and it seems to be formatting the C:/ then install a new Windows 10, btw synaptic.exe seems to be related to the issue as the problem now appears again when I allow synaptics.exe to work, the issue appears again though it’s no longer SE but another programme

Are you running WinPE and trying a live Windows re-install? It can not possibly work as PE is compiled only offline. Perhaps you meant Windows 10 in VM environment?
