Connection With Cisco RV340 IPSEC

Hello,
I have been a long time user of the SoftEther platform. It is very powerful and an excellent VPN server.
We decided to utilize some surplus Cisco RV340 VPN routers to do some basic site to site connections. The goal is to have SoftEther as the center server and have several branches connect in to it via Cisco RV340. So far I have the RV340 configured with IPSEC and the VPN tunnel is up, but that is as far as I can get. I do not see any users coming online in any of the Virtual Hubs. I thought I should see a user connect when the tunnel went live but I do not.
I am looking for the next step. Should this just be a layer 3 switch set up now? Should I be seeing the SoftEther user connection on the virtual hub when the VPN connects?
