Help softether VPN Resolve L2TP issues

There is no problem with the SoftEther VPN client connection of my win10 system.
However, L2TP (iPhone and Mac) cannot be used.
I reinstalled and tested several times in sequence. (iPhone and Mac) cannot connect (L2TP-VPN server is not responding. Please try connecting again...).
Then I found that my router can connect through the L2TP account password. After connecting, I can connect through the account password (iPhone, Mac). But they can't get online.
If the router VPN is turned off, (Apple phone, Apple computer) still cannot connect through the L2TP account.
