So i click on "make new virtual adapter" and it says its creating
so it goes through the loading screen then the application freezes
and wont unfreeze for like 50 minutes and if it does the
network adapter card wont be enabled and it turns out
it didn't even make on. I go to windows network and things
and its not there I've tried this like 10 times now and never gotten
a different result

Can anyone help me fix this please by helping me let it make a
new windows adapter that's enabled

LOL, relax, this isn't an instant message platform, ffs.

Delete all C:\WINDOWS\inf\oem*.inf(s) with "NeoAdapter_VPN" in them, reboot and re-try. If still no go, then we can't help you with your messed up Windows, but I note WMware on your OS, so just install a VPN Gate client in one of your VMs and you'll be fine.
