how to enable ICMP/dns tunnel when my country blocked the internet access

Hello
I live in a country where access to the Internet is limited most of the time, some time ago I found out that ICMP connection was established, but I did not have the access method to tunnel my traffic, now I realized that Softether has this possibility.
I did all the steps, but I don't know how I can test this before the internet is restricted again?
I enabled the ICMP options in the server manager and I even disconnected the entire tcp/udp connection in the firewall, but I could not connect to the server in any way.
My server is in Germany and its operating system is Ubuntu 22
Let me also say that now that there is no limit on the internet, I can connect to the server.

thank you. its more like general inside/outside tunnel which we do with v2ray protocol instead of softether.
i am looking to tunnel the tcp/udp in icmp not really want to buy inside server which is not secure.

i think there is misunderstanding here,
If what is explained in Softether says that when tcp / udp is blocked, it will choose the alternative method of icmp / dns, but I have to create a tunnel. Ok, I will do this, but it does not seem logical.
