I noticed that it is not possible to change the keyboard layout using key combinations (CTRL + SHIFT, ALT + SHIFT) in the password entry field, you have to do it with the mouse by clicking on the language icons on the panel or switch the layout with the WIN + SPACE key combination.
I observe this problem on all versions of Windows 7,8,8.1,10,11

passwords should always be alphanumerical. otherwise it's not portable.

But in this case, it has nothing to do with the password itself and its portability.
If your system has a default language other than English (by default, in any non-English-speaking country, Windows selects the keyboard layout language that corresponds to the interface and puts it first when installing the system), there are problems with switching to English using a keyboard shortcut. The language simply cannot be switched to English via ALT+SHIFT, CTRL+SHIFT from the default system language.
But in this case, it has nothing to do with the password itself and its portability.
