How to prevent users from able to disconnect?

I've thought until now, that setting a LOCK password will entirely disable the client manager program until they type the right lock-password.
- I was wrong. And a bit shocked.
Than I've realised there is a second "Set Password" menu under "Tools"
- but that didn't help either!
So the question is:
How to prevent users from doing ANYTHING.
- The tray icon is great, so it reports the background state of the connection,
- but nobody should be able to tamper with it, unless knowing the password.
The best would be to set one global boolean from server side,
but if there's no other way, at least on the client side one by one.
