when get a connect error(2), waiting!(but not try another server)

I don't know how it works, but it is a fact：
I'm in Hunan, China and when I select a server and choose the UDP method to connect,
if I get an error 2, don't try to do anything but just wait for a while and it will almost always connect successfully.
