Request Time out for Windows desktop

We have created a LAN to LAN network using Softether.
We are able to communicate with the severs located on the cloud with the IP range 10.100.1.0/24 from our local LAN with the IP range 192.168.1.0/24 and vice versa.
However at times we notice that ping is unsuccessful to the cloud servers 10.102.0.10 from a windows desktop, it says request time out, however at similar interval ping is successful to cloud Linux server from a local Linux server.
When we restart the VPN server ping response to windows desktops starts to appear.
