How to troubleshoot a LAN to Lan Bridge

Hi,
I would like to setup a LAN to LAN Bridge where my computers can talk to and access each other ports as though they were on the same network.
Effectively looking like the image below. I have followed this link to set them up https://www.softether.org/4-docs/2-howt ... Bridge_VPN My setup is as follows:
When Computer B sets up a TCP server at port 12345, Computer C is able to connect to it.
However when Computer C sets up a TCP server at port 12345, Computer B is unable to connect to it.
Could anyone point me in the right direction to start debugging this issue?
Any help would be greatly appreciated!

- Computer A [Windows] running a VPN Server IP Address 192.168.4.30/16
- Computer B [Linux] Interface has 2 Address 192.168.4.100/16 & 192.168.1.100/16
- Computer C [Windows] running a VPN Server IP Address 192.168.4.31/16 and cascade connection to Computer A Virtual hub
- Computer A & C have their local bridge setup properly
- All the computers are able to ping each other, including the routers
- All the computers have disabled their firewall
- All the computers have disabled their firewall

However when Computer C sets up a TCP server at port 12345, Computer B is unable to connect to it.
Could anyone point me in the right direction to start debugging this issue?
