So Basically, I hosted a Public VPN via VPNGate. The Client got the static Public IP but his NAT Type didn't get OPEN.

I Tried both Enable Secure NAT and Disable Secure NAT. What could be the problem?

For security reasons you should not bridge the VPNGATE hub, therefore "Disable Secure NAT" is not an option. The clients are not concerned with your server's NAT type anyway.
