The L2TP-VPN server did not respond

Today I woke up and got message: "The L2TP-VPN server did not respond.".
After testing with 'netstat' I found that svchost shutdown the 1194 port I used to connect to server dashboard and somehow killed whole server.
After killing this svchost server works as intended. Any suggestions?

Something else is also using the port.
