Cannot create Virtual Network Adapter through SoftEther VPN Client

I keep failing at creating an adapter, and I have no clue why it's happening. Is there anyway to manually create/install it?
If not, what are the possible reasons for it to fail?

- install as admin
- only on x86/x64
