Cascade connection direction

Is there any difference which way cascade connection is made? For example there is a center server and two end servers. Where should the cascade connection be configured? At the center server to connect to end servers, or at the end servers to connect to center. Or there is not big difference, as long as connection is made?..

It's L2, so no difference, but...
- consider optimal latency and throughput of main VPN traffic
- some networks do not allow incoming connections and a cascade can be only outgoing
