Can't connect to my Softether Server from my Android 14 smartphone

Hello.

So I've created a SoftEther Server on a Windows PC and it's working fine. I created a few users and I can connect to the server from other Windows PCs.
Today I tried connecting to it using the default Android VPN service that comes with my smartphone (Android 14). The process seems pretty straightforward but for some reason it gets stuck on "Connecting..." and it never does. I'm using IKEv2/IPSec PSK.

On the server computer, I've opened port 5555 TCP (without it, no other computer would connect to it).
Does this have something to do with ports? Or is it something else? I've also tried Open VPN app, and it also doesn't connect through.

For IKEv2/IPSec PSK you need to open more ports, like 4500 and 500, maybe some others, i do not remember...

I forgot to add NAT is disabled, I don't know if it matters at all.
Are those ports TCP or UDP?
Inbound or outbound?

Can't open any of those 2 ports.
Even after allowing them through firewall and router, port checker says they're closed. Other ports work fine.
Is there something maybe in windows preventing those ports from being opened?

I had a similar issue connecting to my SoftEther server from Android. It's crucial to open the correct ports, both 500 and 4500 should be UDP.
