Problem with VPN Server Manager for MacOS

Hi,
I do have a problem with VPN Server Manager for MacOS. Sometimes, for various reasons, program seems to quit, but I still see it as running process, both in taskbar and Force Quit. But I cannot force quit it, since it is not running (or at least I do not see it when I do ps from command line). When I try to start it again it is not starting.
My question is how to kill it properly ? If it stays in this state it also blocks Mac from restart, so only way to restart my laptop is brute force power off. Thanks
