I guess it is a deep question.

one of the biggest problems using VPN in mobile phones is battery consuming. and it cause people to disconnect the VPN connection. In a research we come to opinion that the main cause for battery drying is the keep alive function that sends pings in time span's from 10 seconds to one minute. and cause the OS to be always "alive" and to consume the battery.
tries to use TCP instead of UDP and so to cancel the keep alive is not good idea, as we discovered.

So, I wonder if it is possible to cancel the need for keep alive signal's from the server side and found another ideas... (we thought, for example, to make in every connection a check, if this user is already connect to disconnect the previous connection).

As VPN masters, do you think that it is possible to skip the keep alive from the VPN code?

I think OpenVPN is good for using TCP on smart phone.
Open VPN has keep-alive option.
