L2TP iPhone private relay server connection

My goal is to set up a "Comfortable Network Anywhere" connection, or private relay server connection. I'm just a college student and am learning about networks, but I was able to get this set up on my Windows machine that I use as a server at home in MN and connect to it in IL. When I go to speedtest.net I see my ISP change so I know it is working. When I connect from my iPhone though, it does not change ISP and still thinks it's in IL even when connected to the VPN. How do I get my iPhone L2TP connection to work as a private relay server? What am I doing wrong? Thank you in advance for your help.

If your iPhone still shows your local ISP and location, it's worth checking whether all traffic is actually being routed through the VPN. Look at the L2TP settings, default gateway, and DNS configuration on both the server and the iPhone, since split tunneling or incorrect routing can cause exactly this behavior.
