Slow speed on Softether client system

I have installed and set up Softether Server on Windows 8 for bypass Filtering system in Iran.
But there are some problems with Softether Clients.
Clients can connect to Internet via Server properly but with very low speed, although Server is accessing high speed Internet and.
I even have run Network Traffic Speed Test tool on Clients. The speed that test tool shows never reach more than 128bps and transfer rater is lower than 16KByte per second. It seems their Bandwidths are very low.
I want to know why clients don't access the high speed internet in server and how i can give more bandwidth and speed to clients and fix the problem.
It will be my pleasure that you help me about this.

Is there a loss of packets in the route to the server?
Please confirm with tracert command.

Is there any unwanted traffic?
Please confirm in traffic status in your OS or packet capture tool.

Thank you for answering.
I checked with tracert command. it wont be completed.after 14th or 15th hop all remaining hopes get error "request timed out".
By the way, my Server is running on a VPS.

There can be a variety of causes for slow communication speed.

First, you need to identify whether there is a problem in the VPN.
Please measure bandwidth between your client and VPS.
You can run a speed test server on your VPS.

If this bandwidth is slow, this is not a VPN problem.

this bandwidth(Total Average Throughput |738,797 bps|738.80 Kbps )is about equal with the client bandwidth.the client is using its whole bandwidth in this test. but when it connected via softether vpn client, the bandwidth will be low. i think there is no problem in bandwidth.
what do you suggest to find the problem and fix it?

I think that there is a possibility that useless (broadcast) packet is reducing the performance.

I suggest to capture packets with Wireshark on virtual network adapter.
Is there any suspicious packet?

i have checked but i couldn't find any suspicious pocket. it is better to say that i was not enable to find it.
i noticed amazing tip about my vpn server and client. when the client is connected, it is using whole bandwidth in the client system. but after 30 seconds the bandwidth is completely will be blocked and and internet speed will be zero. after 5 seconds internet speed will increase, although it is very low as i mentioned in first post.
i think there are some options in vpn server app that reduce the speed of the client. what i found that change these policies is VIRTUAL HUB EXTENDED OPTION LIST in the VPN properties. i want disable all packet loss policies,unfortunately i am not familiar with it much.
can you help me about it. maybe my problem lies there.

VPN server can limit bandwidth by security policy or administration option.
But these are not enabled at default setting.

I think you see slow start algorithm of TCP/IP.
TCP/IP increases traffic gradually to detect available bandwidth automatically.

I think your network environment caused the loss of packet intermittently.

I find as well that the access speed is too slow to tolerate.
nearly take 1 or 2 second to refresh or access to a page.
