Hello.
Please help me to setup personal ip for clients. Now I use SoftEther VPN as a server and OpenVPN in clients side. All is work fine, but clients get DHCP ip's. I need to give for each user personal local ip.

just go ahead.
If you need static iP, there is nothing which will stop you.
However, static IPs are a PITA when it comes to manageability and documentation. I therefore recommend static reservations using your dhcp server instead. It is self documenting, and clients are still manageable.

I dont have a manual for your DHCP server.
But if you want to assign static IPs, on the clients PCs:
network card properties, IPv4 protocol: instead of automatic, set to manual, an type in the values you need.

You mean do it at client side at VPN interface. In this case if I connect using OpenVPN client doesn't matter dhcp change my IPV4 settings.

Yes, but this is hard work, and proven unreliable because after some time of usage you will get duplicate IP problems, because of lacking documentation during the course of time.
Consider to solve your needs using your DHCP servers option to create static reservations. But its up to you.

Problem is SOLVED. If you're using windows Server OS don't select local bridge. And also you need to check up local bridge setting. Local bridge field should be empty. After that all is ok.
