L2TP connection problem!

L2TP connection problem!
Hi
I configured my VPN server with L2TP, SSTP connection type.
The problem :
SSTP works fine but L2TP connection type can't reach the VPN server.
My Settings :
1. LabTop, Windows XP, The Server
2. PC, Windows 7, The Client
Both of them connected to the same router (which I think this is the problem).
I have to edit my registry to connect to any L2TP VPN and it's working with other than My Server "Disabling IPSec policy: prohibitipsec DWORD 1" and When I allow L2TP without IPSec in my VPN server I can't connect to any other L2TP server!
What to do?
P.S: Do I need the Dynamic DNS Address, Pre-shared key, username and password to connect?

In my country L2TP/IPSec blocked but L2TP without IPSec working fine.

and when I allow unencrypted connection I can't connect to any other unencrypted server including main.

Again! Read the documentation. If you ignore it, at least read what windows show you...

Windows 7 does not support L2TP without IPSec by default. You need to disable IPSec in the registry. Or you need to use special client.

I already done that but the problem is no connection on the same computer to any other serve.
And no connection from other computer on the same router to my server but there is connection to other than main.
And no connection from other computer on the same router to my server but there is connection to other than main.

Correct your English as it is impossible to understand from/to you are trying to connect.

I'll bare with it!!
On my laptop (the server): I can't connect to my or any L2TP server if I enabled (Raw L2TP)
On my PC (the client)on the same router: I can connect to any other L2tp server except main (with Raw L2TP enabled).

Which computer you did enable "prohibitipsec DWORD 1"?

I didn't try that. (P.S. IPSec blocked in my country)
Q: Can I be a side of the network (File Sharing, Gaming,....) with just the server app or I have to connect to it as client?

I have only softether serveron my laptop, Can I share files and online gaming with connected clients? (or I have to connect as a client)

My bad!
The PC on the same router just to test the connection cuz like I said : IPSec blocked, so I want to know what setting I have to give to my Clients.
