Cert based vpn

I will like to setup a cert based vpn with softether.

I had successful setup a L2TP server with PSK and get my android phone to connect.

Question
1. Is there a cert based L2TP or is it called IPSec?

2. I believe I don't need a password if I used cert based authentication. In android I cannot dismissed it without password. Which type did you choose in setup screen?

Can anyone point me to guide to setup a cert based Vpn?

SoftEther VPN doesn't support cert based L2TP.
