Error 789 VPN L2TP IPSEC WIN10

I'm using windows 10, set up a connection for l2tp ipsec, when a connection error 789 vpn? How to fix it. Thank you.

Connection does not work if the is installed SoftEther VPN server if uninstall the vpn connection working.

A host can't be IPSec server and client at same time.
Please disable IPSec function on VPN server.
