Keep L2TP/IPSec alive when Internet NAT changes.

Hello.
I use SoftEther as a server for connection from my laptop. Laptop is connected to the Internet using cell phone. When cell phone switches to different broadband (e.g. from 3G to EDGE) or switches to different cell IP address of router between internet and mobile phone changes. So it breaks VPN connection.
Is it possible to keep VPN connection alive in such circumstances?

Normally not with L2TP/IPSec, but openvpn automatically reconnects
