I have configured Softether VPN server a number of times and am unable to get L2TP to work between my ipad 4 and the home server. I have tried to follow the guide on the web site. However I must have not hit all the required items. Is there a checklist or other detail on all the server data that must be entered for L2TP functionality.

Not really. It is a very straight forward process. Can you connect to your server via L2TP from a different device?

No. I have tried my android and ipad with no luck. However, I did install the VPN Client software on my laptop and I can make a tcp connection but no L2TP

What do you mean you can make a TCP connection?
L2TP uses port 1701 on UDP
Things to check:
- Is the L2TP protocol turned on inside SoftEther
- Can you reach port 1701 via UDP. To try that, use netcat for example
- On SoftEther are you using Virtual NAT or bridge?
- Is your server and or client behind a NAT?

Oh right. Port 500 and possibly port 4500 should be accessible as well, since they are being used by IPSec to encrypt the connection. so you might need to port forward these ports

Hello There!. Make sure that both 4500/UDP and 500/UDP are accessible over Internet. Again, make sure about that. Once you finish that job, follow this guide :
