It seem to me this is really unrelated to SoftEtherVPN.
I assume that the SQL server is accepting local connections, because when you client is connected to the VPN, where also SQL server is installed, the SQL server will see the request coming from a remote source and will ignore the connection
Solution: Allow sql server to accept all incoming remote connections
client access to remote sql server
