Why can't add users in SoftEther VPN Server Manager?

Why can't add users in SoftEther VPN Server Manager?

I have installed "softether-vpnserver_vpnbridge-v4.41-9787-rtm-2023.03.14-windows-x86_x64-intel.exe" on Windows 10 and started the service. Why cannot I add a VPN user? Can softether-vpnserver only be created in windows server 2008 or 2012?

Because you have selected "bridge" instead of "server" mode.
